You bid the price up from the county's opening bid. If the owner redeems, Texas pays you a flat 25% (year 1) / 50% (year 2) of everything you paid — so redemption yield doesn't cap your bid. What caps it is the other outcome: if they don't redeem you own the property, so your bid can't exceed what it nets you. Max Bid = the acquisition ceiling.

For the builder: Florida tax-DEED auction inventory (you buy the lot outright, no redemption wait — FL redemption ends at the sale). Vacant ✓ = no house number OR assessed under $40k (paper-subdivision lots carry street addresses, so low AV is the better vacancy signal in Lee). Opening bid = back taxes + costs; live bidding goes up from there. Before bidding: municipal lien search, zoning/min-lot/access/wetlands check, and budget ~$1.5–4k quiet title before building or financing.
